As I am sure most of you are aware the Certifying Official training requirements set out under the Colmery Act have changed a bit effective 8/1/19, when we moved into phase 2 of that legislation.
HOW DOES THIS AFFECT NEW CERTIFYING OFFICIALS WHO ARE ADDED 8/1/19 OR LATER:
Effective 8/1/19 all certifying officials must complete the new Certifying Official training before I can add them to WEAMS as a Certifying Official or assign them log in credentials for VA Once.  The requirement that a school have 20 or more VA students for the training to be required has been removed for all new Certifying Officials.  A new SCO at a school with even 1 VA student must now complete the training.
NEW PROCEDURE: Please send me a copy of the new SCO’s training completion certificate with the 22-8794 adding them as an SCO.  If I receive an 8794 without the training certificate I will have to return the 8794 to you as there is nothing I can do with it until I receive the training completion certificate.  You will then have to resubmit the 8794 with the training certificate once the new SCO has completed the training.  At that time I can then add them to WEAMS and VA Once
I have attached a copy of the latest version of the 8794 at the bottom of this email.  It not only is now able to be signed electronically if you choose but it contains a section for READ-ONLY Certifying Officials as well.
WHAT IS THE DIFFERENCE BETWEEN A READ-ONLY SCO AND USER IN VA ONCE:
A Read-Only SCO can call VA and obtain information. I do not provide them access to VA Once.  You can add them as a “User” under your Admin section in VA Once if you choose to.  They should be listed on the 8794 under the Read-Only SCO section.  They are NOT required to complete any VA Training.
A User in VA Once  is added by an SCO.  The SCO can assign ‘add’ and/or ‘edit’ capability. A User will not be able to submit any certifications to VA however.  VA Once only allows an SCO to submit certifications.  Users cannot call VA to obtain information unless they are also listed on an 8794 as a Read-Only SCO.  They are NOT required to complete any VA Training.
HOW DOES THIS AFFECT EXISTING CERTIFYING OFFICIALS WHO ARE ADDED 8/1/19 OR LATER:
 
Effective 8/1/19 any certifying official at a school with 20 or more VA students must complete the new Certifying Official training annually.  For this year’s requirement you have until 7/31/20 to complete the training.  The training is now broken down by type of school.
Completion of the new SCO training on or after 8/1/19, will also fulfill the annual training requirement until July 31, 2020.
There is a link “See Covered Educational Institutions” available on the SCO Training page (via the link below) were you can input your schools facility code or name to determine if you are required to do the annual training  this year. NOTE: You will need to reverify each year as a school’s number of VA student’s fluctuates from year to year.
